What he does, is walk all over the internet to search for other, interesting Scouts. Whenever he meets another Scout, this meeting is recorded. The more frequently he meets one specific Scout, the more interesting these two can be for each other. Just like in real life.
These meetings are constantly calculated and compared and converted into a list of suggestions of possible interesting blogs. This way, blogs are automatically connected on different levels, like language, subject, type but also geographical target areas.
